- Kelly Lane in the Harken Hills neighborhood will receive a hammerhead design, allowing more housing to go up in the subdivision.  During a Tuesday, Oct. 4 Osceola City Council meeting, the council unanimously approved an agreement to work with Pragnesh Patel on the cost of constructing the hammerhead with the provision that no tax abatement would be available on the development of the property.  Patel, the general manager of the Super 8 Motel in Osceola, has an offer pending on undeveloped lots located in the subdivision with plans to develop the two west lots.  In exchange for the city’s commitment to extend sanitary sewer to all the platted lots, the developer agreed to provide for street lighting, water service and paving of Kelly Lane.
